Last winter we tried a variety of dandruff shampoos but nothing seemed to help. Then summer came, and the flakes went away. Now DS has flakes in his hair again, and I'm not sure what to do for it. Anyone have suggestions?

Try the Neutrogena T-Sal - especially if DS has had eczema/skin issues in other places. (NOT T-Gel).
It's not perfect for DD but helps way more than anything else has/has really minimized the issue.
