How are the parental controls in Windows 10 Home?

I need to replace my 7th graders Chromebook. Reasons I'm considering windows laptop is in hope it provides better parental controls than Chromebook, like blocking YouTube, chrome books aren't that cheap anymore so maybe buying windows is more bang for the buck, my chrombook was difficult to connect to home printer. I'm still trying to decide between Chromebook vs windows. Benefit of the Chromebook would be that I don't have to worry about viruses, malware etc compared to windows and DD would know how to navigate the chromebook so.

I've looked at a HP i3 8GB memory, 64GB flash memory chromebook for $379 vs Lenovo i5 12GB memory 1TB hard drive for $500

What's your experience with Windows 10 Home?

You can do parental controls with a Chromebook you just need to do it using Family Link.
