    Athleta runs by bra size. Would that help?

    Nike Girls goes up to size 20. They have all sorts of modest 1 and 2 piece suits, as well as rashguards. Swimoutlet.com may be a good resource.

    Have you tried Justice? My daughter used to love their suits. Kohls has plus size options too, including swim shorts. You might also look at women's petite plus sizes.

    Have you tried larger sizes in Athleta? They have rash guard/shorts combos. I know they have plus sizes for adults, not sure about kids.

    This year DD introduced me to Shein. They have hundreds of choices and everything is super cheap. DD got a great 3 piece suit there that is a tankini and shorts. DD is a 14/16 and wears their largest kids size.

    Another option would be athletic shorts (Old Navy, Target, Gap) with a rash guard.

    Another option could be when you find a women’s top that you like, have the “bra” interior removed by a seamstress. I remember my mom doing this for me when I was younger.
