    I could be persuaded to go for cream for the right top. I tend to avoid camel/oatmeal colors because I'm kind of light and pink (I think camel looks best on people with darker skin), but cream is fine.

    That top could go with the skirt.

    My only hesitation with cream and a dark green skirt would be that I might look a little too holiday-ish without meaning to be holiday-ish.

    I love your inspiration pic and it's so nice your mom can make you such a skirt!

    This type of skirt can also look really good with a really nice white button-down shirt.

    To be dressy and to balance our the full skirt, I think a fitted, but simple black top/sweater l, possibly 3/4 sleeve, round or boat neck to add a necklace easily (so not the one with the high neck or the cut out sleeves). With such a statement skirt, which is very pretty, upper half may look dressier with simple and sleek. I agree, not cream, too Christmasy not dressy.

    On the skirt - if your mom cannot make it - reach out to Yana Dee. She's localish to us and incredible. She has something somewhat similar as a standard offering, but I strongly suspect would be happy to make exactly what you are looking for. She could make the top too.
