It's been as early as Black Friday in the past, but the last few years it's been the first weekend in December. https://www.groupon.com/coupons/blog...gift-card-sale
BUT, they did it back in October this year for RedCard Holders (October 8 is the date I'm finding online), so I'm not sure if they're doing one this December or not.

I had to look through my twitter feed to double check but I just found the ad - 10% off Target gift cards with Target Circle this Sat and Sun only!
