Do you guys have Rackroom shoes or Famous Footwear? They might have a presence online...not sure. We have both of those in town at our local outlets and they have great prices. I've purchased heels for around $30? ish? And they were very comfortable, even for 46yo me. Often they have deals where you buy one pair of shoes and get a second pair half off. Since we have 6 people in my family I feel like I can almost always find some pair of shoes someone else needs and they're quite affordable!

We have ordered via Zappos, tried on, and returned. DDs feet didn't grow in high school thankfully. Because she has size 12 narrow feet our in person shopping options are limited, so we did what we had to.

Ask on Facebook groups or church groups etc, people often have them sitting at home not being worn.

Allow time to order online. I’m finding that it’s getting harder to find things in person in the right size, especially when it comes to shoes. DD buys from Amazon and target, primarily.

We also do Zappos a lot, but I’m not sure it’ll have a lot of budget options. They deliver very quickly.

Honestly, we've had a HORRIBLE time finding shoes for DD1 (high school freshman) in stores. The ones in the stores are all very matronly. Our best bet has been Rack Room, followed by Kohls. But it's still hard to find things in stock. Target has been exceptionally horrible for having shoes in stock ever since the major overhaul a few years back.

We've done amazon (only shoes that are prime and have free returns) for things like this and it has worked out well.

Yes to this!!!! DD let a friend borrow a pair of heels for homecoming (the ones she wore last year.) I’m guessing someone has a pair that will fit your DD.
